Himachal Bamboo Development Centre (HBDC)

Himachal Pradesh is almost wholly mountainous with altitudes ranging from 350meters to 6,975 meters above the mean sea level and is situated in Northern part of India. It has a deeply dissected topography, complex geological structure and a rich temperate flora in the sub-tropical latitudes. Himachal Pradesh is bordered on the north by Jammu and Kashmir State, on the west and southwest by Punjab state, on the south by Haryana state, on the southeast by Uttar Pradesh state, and on the east by Tibet (an autonomous region of China). The population of Himachal Pradesh consists of various hill tribes (Indigenous communities). Himachal Pradesh is the least urbanized state in India. Agriculture and handicrafts are the main occupation in villages. The state has a very high potential for forest based industries.
In order to strengthen the bamboo sector in Himachal Pradesh and create employment opportunities for rural smallholders in the region, CIBART started its intervention directly through setting up a Common Facility Centre (CFC) at Bagthan in Sirmaur District with support from Ministry of Textiles. The CFC is equipped with bamboo processing machines to be used by the community for livelihood enhancement. Eventually, it was decided to promote a local institution to implement various bamboo based programs, and a not-for-profit company that operates through the community, Himachal Bamboo and Development Centre (HBDC) was set up by CIBART, where the community will eventually be the majority shareholder.
The CFC has the required tools and machineries, basic infrastructure facilities, and would act as a one stop facility center and training center for the community and would provide handholding and support in the areas of continuous design development and evolution. The CFC is already linked to the local communities through SHG’s. HBDC is positioned to be a key center with regards to product innovation and design development and diversification. HBDC will function as a business incubator for small scale entrepreneurs who could use its facilities to explore and develop new techniques, technologies, products etc. at a highly subsidized cost. In order to create linkages and partnerships for the growth of HBDC and the products produced at CFC by the communities associated with it, CIBART is partnering with Horticultural produce Marketing and Processing Corporation Limited (HPMC), A Himachal Pradesh government undertaking for creating sustainable markets and support systems.
